Winthrop is a good (even underrated) school academically so no argument there. But the xc/track program? Should be way better than it is considering their facilities and student profile.
Many schools simply don't want to spend money on a track. Especially if they can go to another track nearby. I live in the Charlotte area and I know that Queens trains at Myers Park High School which is like a 5 min walk from their campus. Even in North Carolina, UNCG doesn't have a track because they just go to NCA&T (mondo) which is literally right next to UNCG. Paul Chelimo went to UNCG so they are a solid program. App state in Boone is also tearing up their track because their track is around the football field and they want a bigger football stadium. Track is one of those sports where a track isn't really necessary. All you need is an open field (unless you do some kind of special event (mainly jumps).

App State is ripping up their track but also replacing it during the fall of 2020.
If D1 schools don't have a track then they are fake D1.

Track and XC are not revenue sports (Football and Basketball are), so they aren't a factor for a school being D1. Lots of D1 schools have no programs (or dropped their programs for Title IX or budget cuts in addition to schools without running tracks. Georgetown had a running track on top of a building that no longer exists on campus.
