Yes it is. What 13:10 runner can't run a sub 4 mile (a 3:42 1500)? No 13:00 flat athlete has ever "dreamt" of a 3:38.
You are definitely wrong (sub 4 also is a lot different from 3:38).
Alberto Covo could not run 3:38.
Francesco Panetta could not run 3:38.
Stephane Franke for many years was far, far away from breaking 3:40, but ran 3:38 very late in his career (don't know how he has done this)
Henry Rono was far away from running 3:38.
There are many more examples. I'm not saying all of these athletes have reached there ultimate potential over 1500m. But they have tried on many occasions and usually were far away from the time. 3:38 is a very good 1500m time, and definitely not every sub 13:11 5000m runner is capable of this time.
