Bolt only comes into the discussion because of his withdrawal from a meet at which samples were taken that returned a positive test result for a Jamaican athlete.
To be clear with you, I have written that I think Bolt is clean so far this year, and that his 200 was better than his 100 simply because he is a better 200m sprinter. I have also written that in view of Jeter and Merritt, it is certainly possible that Gay is doping, but that I still haven't completely made up my mind on him yet, same as Powell.
Also, if testing is announced at a meet and you don't show up, you don't get tested, simple as that.

Other "nations" haven't, but individuals have, even on these boards.
I'm not tarring every single Jamaican athlete--in fact, I've been singing the praises of Ashmeade for years, and Weir and other younger athletes this year and in 2012. In fact, I haven't discussed any of the women IIRC--only Blake, and Bolt's championship performances. That's pretty limited.
But yes, for now, it's all speculation, although some people do know and are keeping pretty tight-lipped right now. I have it on what I think is good authority that it is a pretty big name. Time will tell, heck maybe the B sample will come back negative.
The interesting thing is that it is a woman. Apologies to all those out there who believe that men and women are the same, but in my experience women can be more independently-minded than most men, can be more self-destructive than men, and can be more vengeful than men, and can have more strongly-held beliefs about what is right and what is wrong. Everybody needs to be careful here, because depending on who it is and what she knows and what she is willing to sacrifice, this could be dangerous. This is one reason why people are kept separated from each other to some extent, and why athletes and camps can be very tight-lipped, even with each other.
My guess is that if this athlete is named, it will not be somebody from Bolt's and Blake's club, Racers.
And it will be too bad as far as I'm concerned, because I like how most of the Jamaican women sprinters have handled themselves, even if some Jamaicans don't like them training in other countries like the USA. And even the best-of-the-best, SAFP--even though her best times are surrounded by times by Jeter, FloJo, and Marion--has conducted herself in what I think is an exemplary fashion, from what has been visible publicly.
Of course, I do have a thing for women, one in particular.
