After review from the infrared camera shots it was clear there was no weapon , no gun , no knife , no bomb in the boat with suspect number 2.
Flir Technologies are the guys that make thermal image cameras confirmed this as it was their cameras that were used from the helicopter. They are considered the world leaders in this type of technology , big supplier to US military who live and die by this technology.
We will never get an explanation of why the gunfire on the boat until the trial comes about.
We will likely never know the truth.

When police are in hot pursuit of a suspect that has already killed an officer, that was in a shootout with police, who tried to run over police, and who may have bombs or be wired with a bomb, they are not limited to using lethal force in response to actual lethal force. Any move on behalf of the suspect that could reasonably be perceived as a preparation to use lethal force or a refusal to comply/surrender can be sufficient grounds for firing on a suspect, especially if the suspect may have an exposive device. Police are not obligated to take a bullet or a bomb blast before firing on a suspect. Dzhokhar could have surrendered, but did not, leading to a deadly standoff with police. Also, in big manhunts like this one, police often mistake their own fire for the suspects and mistakenly report that the suspect was exchanging fire. Finally, any notion that there was some conspiracy to kill Dzhokhar in order to cover up the truth is easily dismissed by the fact that he lived. With that many high caliber assault rifles pointed at him, if the police wanted him dead, he would be dead.

This perp had wandered off the rails for the preceding 3-4 days, far enough to kill people with a bomb in Boston, carjack someone, rob their ATM, brag about the Boston bombing, and hold them hostage, shoot and throw explosives at police officers, kill a police officer, and run over a living suspect in handcuffs face down, clearly he was armed, dangerous and insane. He had already fired upon and killed civilians and police officers, this wasn't some bank robber suspect. There was a correlative pattern of violence and murder that allows for the use of deadly force.
OK, I get it now. 6/10 for the Conservative trolls. There is no way they can honestly come to the conclusion that this suspect was wrongly shot at. That was a good, pot-stirring effort guys, got me a little worked up, until I realized that you cannot possibly be that stupid.
That's all interesting and Im sure applies in many cases.
This kid was not moving , he was lying still , no movement. The "gun sound" they may have heard was the flapping of the torn canvas and plastic on the boat.
His movement did come about until the flash bombs came into play. He was then directed specifically how to move and when.
No cover up , you just had a bunch of excited cops ready to shoot on a moments notice. The kid got luckily they called off the shooting at the boat. Anybody that was shooting was aiming at the boat not at the suspect in hope of hitting the suspect ( no direct visual ).

The police never said the wound was self-inflicted. Just like they never said that 12 people died (NY Post) or that a suspect was in custody and en route to Federal court last Wednesday (AP, CNN). Get your head out of your ass.
