I wouldn't go so far as to assume that. I've done some targeted 90-day programs where I saw HUGE gains in just those 90 days. Some people respond quicker to weight training than others, and that kid isn't THAT big to think he couldn't do that in one year from age 17 to age 18 without illegal stuff.
