There is no rule that the fastest B qualifiers get to run in the trials. Therefore, if USATF have the right to let Webb run, and if he wants to run, he should run - for the obvious reason that this will get the trials a little more of the much-needed attention, which helps everyone, but also, frankly, because he has a better chance at making the team than the guy with the 25th fastest qualifying time. Not because I expect Webb to run faster, let alone make the team (his chances of that are still at < 1%), but at least he has a small chance that to do something extraordinary.
