Hard to quantify exactly. I have a 2:53PR. I ran 2:55 in Boston last year. I ran 3:11 today. Even with perfect Boston conditions I did not PR because for me it is a tough course.
I think it depends on the individual, but I'd say the wind helped me 2-3 minutes last year. The temps today affected me at least 7-8 min the rest was the compounding of the hills when I was already hurting.
