Wasn\'t Lukezic retired when they wanted to drug test him?
It depends a lot on how enthusiastically different countries have pursued the testing regime, and reported results.
Perversely countries that report a lot of positive tests might have far fewer drugs cheats that those who don't... people know there's a chance they'll be caught.
Of course at big competitions there's a chance anyone will be caught. But out of competition is a different story.
What's the source of this? I'd like to look at it, and also to see if these are the number of athletes from each country that were tested, or number of tests conducted by the country.

That's right. If you look at the PDF link it says that he was suspended for refusing a test.

Likewise. India is conspicuously absent. This list would seem to suggest that all their violations were caught by domestic testing, which seems a little counter-intuitive.
