Lets not forget that there are plenty of top level coaches that didn't go through the USATF training courses. In fact, some of the coaches who teach the clinics haven't gone through the courses and yet they are recognized as experts.
The courses don't teach you anything you can't learn elsewhere. However, for the level II courses, they package it into a nice neat couple of days where you can focus, learn something, and then walk away. If you are somebody who lacks the time or motivation to do that on your own, these courses can definitely help you out.
People's points about making contacts is sound as well.
I've chosen to skip these courses because there is good networking in my area and I enjoy reading the newest research on sport and training on my own time. I also am fortunate to have the time to do that.
