No. Times are not relevant. Let's assume that doping may give a 15 second boost in the 5k. 99% of women can't break 16 minutes. 95% can't break 17 minutes. If every one of them dopes, none hits the 5k time that you listed. So maybe every slow woman is doping amd every fast woman is not.
The most likely sign in females is a body type not typical of female distance runner. Another sign is very early accomplishments. Parents amd athletes are willing to do anything for glory. Then burnout is another sign due to the early doper having nowhere to go for improvement.
