Laros is probably several years younger than Reynold Cheruiyot. It's just a fact that age cheating is rampant in Kenya and that birth certificates are not universally issued at hospitals, since hospital births are a relatively low percentage still. That being the case, Laros at 1:44 at his age, along with 3:31 and low 13:20s on the track, is a tremendous 1500m prospect. This year is not his time yet, but the truly great ones rise quickly to the top.
You say this without any proof/reasoning besides the fact that there are examples of Kenyans who have age cheated. The fact is that Reynold Cheruiyot tried out for the Senior Team in Kenya in 2022, and wouldn't even have ever competed at World Juniors on the track had it not been for him getting 4th spot and getting put on the team for that. If you watch Cheruiyot's races from 2022, he was a raw runner and of course this is not an athlete who looks particularly old either. Again, one doesn't have to downgrade Cheruiyot to praise Laros. It is pretty clear that Cheruiyot has trained more than Laros who has been brought along slowly with conservative mileage and less pressure to race/win right now.
