That's bound to happen when you try to bring the law into it. PEDs are about the rules of sports, and aren't that big a deal as a general legal matter, nor should they be.
Yes they may require prescriptions, no they are not cocaine, heroin, meth. So a sensible legal system won't treat them all that harshly, even if it does on paper. If it follows through with strict laws, then it jails a bunch of people for petty offenses and pisses society off.
More important is that a whole training group could do this but WADA not have any way of finding out. And as I've said lots of times, I doubt they even want to. They are just a pretense, if they were ever for real they were long since coopted by gatekeepers and politicians. It's the sports job to keep the drugs out, not government's.
