the website is fine. it's a good tool. but converted is not the same as en-route.
en-route means actually happened.
converted means "MAYBE could have run this time if it was their event that day"

Its not a bogus conversion, that seems perfectly valid. What people are saying is that you can't take a converted time and just drop it on an all-time list for a different event. I don't think anyone doubts that Ngeny could have run 3:26.8 had that Rome Mile race been a 1,500m.
Conversions are a great tool to estimate what someone would have run, or to set a goal for a race at a new distance. They just don't count for records, or official times. 'En route' times are legitimate official times and count for Q's and records.

Just looked at World Athletics, he did no better than Jakob in 2019 (3:30;16).
But we know Jakob is someone that had favorable conditions.
