If you are an official, why in God's name would you enforce this rule? It's a stupid rule. The rule should be "you can't give assistance to your teammate." Here they are slowing down. It's hindering them.

I agree. The rule that idaho quoted above is lame because it's defining something as assistance that is not assistance. Grasping hands can be assistance in some cases like, say, helping a stumbling runner, but that is already obviously assistance. If grasping hands is only slowing both runners down, it logically can't be assistance. They should remove that second sentence of the rule below. It wouldn't affect instances where a runner gets helped across the line.
Rule 4-6-7 says:
It is an unfair act when a competitor receives any assistance. Assistance includes competitors joining or grasping hands with each other during a race.
