Yes, but the same federations would then cover up these positive tests. Mostly they tested out of competition simply to ensure their athletes wouldn't get caught in competition.
I would actually be less surprised if in Kratochvilova's case she was actually a DSD athlete with XY chromosomes and femal genitalia. In other words a precursor of Semenya. They even had very similar running styles. If that were the case then maybe she didn't need to do steroids and wasn't a drug cheat!?

Yeah, her past performance chart isn't exactly prodigy. On her 29th birthday in January 1980 her lifetime bests were 51.09 outdoors and 51.81 indoors. That season she ran only 3 races all year...all at the Olympics and culminating with the 49.46 silver medal.
The following year at 30 her personal best at 200 dropped nearly 1.5 seconds to 21.97, and in 5 outdoor 400s her slowest time was 49.51. Second slowest was 49.23.
In 1982 she managed the 49.59 world indoor record without any prior indoor meets that season. She ran 2 rounds of European Indoor Championships on March 6 then the world record in the final the following day.
The next year at age 32 years 6 months she set the still existing outdoor 800 record of 1:53.28. That wasn't bad considering it was her first outdoor 800 race of the season and only the second one of her career.

Nothing to take anything away from Bol, but if more of the top 400 women of the past ran indoors since the 80s, don't you think that record would have been broken years ago? I mean did Marita Koch ever run indoors?
That LA Times La La times article is outstanding. I googled some photos of Jarmila because I am not familiar with her, and while I am hesitant to comment based only on photos, I encourage other to take a look at some images and video. She appears to be more jacked than the majority of male runners.

She ran 50.37 age 21 when her primary event was 400H was 52.03 (still third fastest AT performer).
Surely you are aware that there was no out of competition drug testing until 1989, which allowed the female world record setters 1988 and before to use the strongest drugs possible, no matter how long the drugs stayed in their system.

Kratochvilova was gender tested back then and her profile came back female. It was just drugs, thats the effect unfettered testosterone has on females, they get much much bigger gains from it than males. She hadn't broken 53 until she was 27, probably got loaded to the gills with testosterone with or without knowing it.
Alot of those eastern bloc country athletes were given drugs and they didnt even know it initially......of course when their bodies changed dramatically then they knew. but USSR, Poland Czechoslovakia and East Germany among others were cheating off the scale.

One of my co-workers, now 68-years old, grew up in Brno in what was then Czechoslovakia. One morning as a young teen he left his home on his way to school. Looking up the street he spotted dozens of tanks. He and some of his schoolmates approached the tanks and began speaking with the Soviet soldiers. The soldiers had no idea where they were; their commanding officers had kept them in the dark that they had invaded Czechoslovakia.
That type of control of information might be at play in Kratochvilova's case, too.
Bol turned 23 today. The calls for her to switch to the 800 are premature. If she broke the 800 world record at the exact same age Kratochvilova did, the date will be August 23, 2032.
