It has to do with a lot of things. CA and NY have a lot of people, thus more people who can move. CA and NY are expensive, and people can retire more cheaply in FLA and TX. Republicans are more likely to get worked up over culture issues and leave a state for this reason (especially older, white people who are not connected to a job and don't have kids in school). It's really not that big of a deal. Pretty much a fart in the wind.

As mentioned previously, it makes more sense to look at city growth than state growth. When people move, they primarily decide on a city where they want or need to live rather than the state. People don’t announce, “We’re moving to Texas!” They say, “We’re moving to San Antonio!”

I am considering a move to a red state but politics are not involved. I'll still vote Democrat and have to get used to losing elections but, I can buy more house and my tax bill will go down a bit. And, yes! The weather will be nicer. As retirement is on the not-so-distant horizon, I will appreciate the lower COL and no mortgage. No, I am not fleeing anything other than more rain/snow/cold than I would like and perpetual traffic snarls. My city isn't Mogadishu, but growth has caused it to lose a lot of charm and it's just the same mix of bland architecture, corporate retailers, and chain restaurants found in any other city.
My folks did the same thing. After 30 years in Southern California, they sold their home for nearly three times what they paid for it and then moved to a red Midwestern state. They have a right sized home in an upscale suburban neighborhood that they paid cash for and have no financial worries in their golden years. Oh, they both vote liberal but don't get devastated when another GOP governor get elected. As my Dad says, "I don't like a lot of the dumb crap our legislature passes for symbolism. It's just a stunt to keep the base engaged and voting for Team Elephant. No guns were ever seized, no school was forced to hire all minority teachers, and no evil plans to turn churches into gay bars were thwarted by the new laws.".
