It was raining when Tuohy set the record. Nike being based in Oregon doesn't like to admit Portland is a terrible place to run meets as far as conditions go. Even the Pre classic is often bad weather.
Who cares? It's XC. It's supposed to be crappy. If you dont like it, just wait until indoor track. Perfect conditions, my guy!
The young woman who recently ran 16:02 runs 5:10 (16:04 pace) for her first mile, with the clear strategy of gapping the field early, stretches her lead dramatically in the second mile and wins by close to 100 meters, and posters are criticizing her pacing and strategy. Sure, she didn’t break the CR on a day with 30mph wind gusts, but she’s the dominant national champion. She ran a phenomenal race.
Cross country is supposed to be wet, windy, cold, muddy. My best XC memories from high school are those kind of days. Sure you want to chase fast times but that's what the track is for.

I agree it was not that pacing - she was a touch slower than Tuohy at 1 and 2 miles, but still held strong and as other say would have likely broke record if not for the error.
I thought that was a prediction thread. Usually the day of the race someone makes a thread that says "official thread?" which that one didn't so I made this one. Sorry for any confusion.
