Seattle here. For me, 37-60 is my sweet spot. However if it is raining hard, anything below 50 degrees really sucks. The cold rain we get this time of year is dreadful. Would rather run in sub freezing temps than 50 degree pours.

70 to 85. Below 40 is too cold for me. I have no problem running in 85. I would prefer 95 over 20.
I enjoy mid 50s with no wind the most but 20-40s is absolutely fine---I just ran 7 miles in 17 degree weather and no wind---no problem at all. upper 30s is shorts and spandex weather, anything below 32 is long pants

I raced in 40 degrees last month and it was awesome. As others have mentioned, once you get to 20 the wind, ice, etc. tend to be a factor and I'm not a huge fan. However, 85 is complete garbage. For daily running, I like the 50s and partly cloudy.
Thats a hard choice. If im training and I have a stream or lake to jump in, which I usually do, then id prefer to run in 70-85 but if not then id rather run in cooler weather. It's so awesome to cool off with 5-10 min swim, icy cold mountain run-off! Is this good for you? IDK, but it feels amazing.
I'd take 85 over 20 for sure. Having lived in the mid atlantic, I've faced both these conditions routinely. You won't have a good run and definitely not a good race in either, but at least you don't have to wear a snowman suit at 85 and you won't die if you stop running and spend time outside afterwards. 85 carries the consideration of humidity with it though, if its 85 and humid even getting in your typical mileage may be out the window.
I hate the tight clothing I end up wearing in the cold, so 70-85. I can manage it with frozen water bottles and GU.
Just ran outside in 75 degrees and low humidity. Winter running in South Florida is good.

Middle-Long distance absolutely 20-40.
