Just a little insight here, as I am friends with two of the top 5 African steeplechasers in the world - females: Winfred Yavi and Hyvin Kireng.
Neither have the availability to train with barriers routinely. Even though Yavi lives and trains in Nairobi, unless she travels to the national stadium instead of her dirt track, she has no barriers to practice with. Even worse for Hyvin. They will typically train on a grass field with make shift hurdles, or sometimes a real hurdle that for some reason is simply placed in the middle of some field. These girls with times of 9 flat and 9:02 and ranked 1 and 4 in the world train in these conditions. I can only imagine if they trained where they had access to the finest of facilities.
