Practically, that is correct. IAAF/UKA has the authority to tell UKAD exactly what to do/say.
The problem is, the IOC sports have gone to great lengths to suggest NADOs like UKAD have some independence and authority. It generates doubt about IOC sport integrity.
You missed the part where Paula's autobiography directly contradicts her prepared statement.
You also missed the part where Paula compares off-scores from one athlete to another as an excuse that her scores are normal-ish. Only, that's not how it works at all. You don't compare athletes. It turns out her score is waaaaay off.
Paula is so clean she's waited months and fought detailed disclosure and attempted to misdirect at every opportunity.
