If Biden was allowed to implement such a plan the logistics and the resultant anger for those who were disallowed from getting it would have cost Biden politically. It would have also reinforced the idea of Biden throwing money at problems. The Supreme Court helped Biden here and any blame for it not passing goes to the Republicans not Biden.
The Supreme Court's refusal to protect a woman's right to chose also greatly helped Biden during the midterms.
