At the end of the day, the track was short. They did 25 laps, but each lap was only 380m or so. A difference that is not visible to the naked eye.
Yes, after doing a little research I realize you are correct. They never really repeated those times outside of China.
The 1993 World Championships in Stuttgart, were the only time they dominated internationally, but the times were nowhere close to the world records.
