There are a few teams that should be in sweeps but got stuck in the rated most notably Rock Canyon, CO. All highlighted teams are the teams that are in the rated race but should be in the sweeps. Every team that is not highlighted is in the sweeps race.

That is a good list, and I agree with almost all of it, especially the bottom portion which I think is the main point of your list. My only change would be I think Millikan is one group up assuming Para is healthy. I also think Mira Costa is in the top group for sure, they are that good.
I suppose the only good news out of this is if these placements stay the same, the rated race will be very competitive will these six teams, plus Vacaville, which I just mentioned my reasoning for why they are under ranked.

looking through my list again I would agree with those changes. I would also put St John's Bosco up a tier and Rock Canyon down a tier.
yeah my top 10 seeded teams for woodbridge goes as follows -
1) Herriman (UT) - this team just beat American Fork (the #1 ranked team) in a tiebreak
I only ranked the top 8 girls teams because at the time (5/28/23) it seemed like after that to be a separation. Also girls are harder to rank because impact freshman make such a big impact, and I know nothing about that. On top of that, my rankings are off because of the transfers. But as of 5/28 I had:

I agree with JSerra's placement if their transfer is eligible to race, as he becomes their #1 runner and dramatically improves where their 5th runner will finish.
If not, their lack of depth would make me think the rated race is better place for them, because in a 34 team race you need a strong 5.
While I am sure many out there know better than I do, I took a look at a few ranking sites, and for Woodbridge (so no Campolinda or Los Altos) the top California teams look something like this?

Great Cow run - Glendora (in the rated race at Woodbridge), beat Palisades (in the sweepstakes race) by a good margin, and both teams were at full strength from what I could tell. Glendora went 1,3,7,9 with juniors. A team to watch in the Woodbridge rated race.
These woodbridge entries are really bad the director didn't do their homework. Rock Canyon, CO showed in recent races that they are the best team in Colorado, and they got put in the rated race. Skyridge, UT showed they are a top 5 team in Utah, and got put into the rated. A few Texas teams also deserve to be in the sweepstakes.
Where did you see that Skyridge is doing Woodbridge?
Some people have WAAAAYYY too much control over rankings and placements in California TF/XC.....it was premature to broadcast a preliminary seedings list BEFORE September 1st and getting a whiff of summer training, injuries, illness and transfer eligibility.
The problem with putting wrong teams in the rated / sweepstakes races is that some out-of-state teams travel to races like this so they can try to beat some really good teams from other regions and show that they deserve an at-large bid if they get third in the region.

I wouldn't worry about it if you are on Austin Vandegrift, Rock Canyon, Eastwood. I am sure the coaches will bring it up and Rich will fix it. Rich Gonzalez isn't an idiot and they always make changes to the startlist a week before for Woodbridge and Arcadia.

Millikan did not run their top 4 runners at Great Cow and Parra is extremely fit and stronger than ever. Millikan should stay in Sweeps.
