Prices will indeed vary depending on the dealer. I have a friend that sells new cars at a small town dealer. He says they don't mark up over MSRP because in a small town you don't want to get a bad reputation.
That's one good thing about Tesla. They honor the price of your order even if the price goes up before delivery. Dealers don't always do that.

Used car prices have gone up over 40% in the last year and a half. No way would I consider a used car. You will sometimes find a brand new car cheaper than a used 3-year-old version of the same car.

That's not true at all. The final rules haven't been set. We will get a list of EVs that qualify by the end of this year. It depends on information that Bozzella can't possibly have.
Eventually, all EVs made in North America that fit the price requirements will qualify.
