By your logic it follows then that some athletes will do anything to succeed - and that includes doping. I guess that puts runners on a par with most other sports, which all have doping issues. All you're left with then is the argument that while runners undoubtedly dope their doping doesn't enhance their performances - because you haven't seen double-blind studies confirming that it does. That countless athletes have doped for decades and that the practice still exceeds every effort to control it is data that you choose to disregard; you prefer observational criteria that will never be met.
