I don't really understand your point. The difference between a "time trial" and "race" is really only in the presence of official timekeepers and official course certifications. There's no law stating that a time trial effort is inherently worse than a race effort.
However, there is no reason that a time trial effort should be inherently worse than a race, particularly if the time trial is set up to be quite similar to a race. This is especially true in the time of COVID, where there are very few "real races", so instead we have high quality time trials.
