It was known before that he refused to leave the Capitol. But it appears that Pence was afraid to even get inside is bomb-resistant, bullet-proof armored limo.

Jacob testified that the head of Pence’s Secret Service detail tried to reassure Pence by telling him: "Were not going to drive out of the building without your permission," to which Pence replied: "I know you, I trust you, but you're not the one behind the wheel."
It appears that Pence did not trust his own driver. Did Pence believe that some of his secret service detail were Trump loyalists? Apparently, he thought they would drive away and not let him return to finish the electoral count.
It's possible that if Pence had set foot in that car then Trump would still be president and we would have been put under martial law.
