If the cost of a barrel of oil gets too cheap it isn't cost effective to produce it in the US. Increase the price above a certain threshold actually lowers gas prices in the US because we're using American oil rather than buying and shipping it from across the world.

We were producing about 375 million barrels of oil a month in 2019.
It hasn't been flat.
The person who cannot interpret a graph or read is YOU. Consumption has remain FLAT since 2000. Production increased under Trump and that was ALL exported.
