After the Ukraine Conflict, RT broadcast was blocked by large American organizations with significant US-Government ties. This prompted the RT bureau in the US to close permanently.
A bill expressly outlawing RT became unnecessary as the dirty work was done by a co-operative or co-opted private sector. Otherwise, it certainly would have been banned.
None of this supports a statement that "The U.S. is not blocking RT".
