The Proud Boys and Oath Keepers would breech the capitol barricades just as Trump was directing the crowd to march there. The timing was intentional. The crowd is what gave them the ability to overwhelm the police and stop the count.
This raises the question of who knew that Trump would direct the crowd to the capitol? There was no permit for a demonstration at the capitol. The organizers of the rally at the ellipse have testified that they were surprised and horrified when Trump did this.

We do know that the Proud Boys provided security for Roger Stone that day at the "War Room" in the Willard Hotel. This is where Stone, Bannon, Giuliani, and others were plotting and organizing the "stop the steal" movement.
We know that there must have been communication between the Proud Boys and Trump's people. Otherwise, why were the Proud Boys seen hanging out at the Willard with Stone?

That said....municipally-owned fleets should be 100% electric. That alone would make a big difference and is more doable because government can set up its own chargers.

90% of new cars sold by 2030 will have a plug. That doesn't mean 90% of all cars still on the road will have a plug.
There will be a lot more than 10,000 charging stations in the NYC area by 2030. The 10K number is just the curbside chargers that the government is building. Private parking lots and decks will have them as well. Many already do.
Plugshare reports that today there are already 4,886 charging stations New York-Newark-Jersey City area. This will grow exponentially over the next 8 years.
