Well, we've already established that most Russians, especially those in the military, aren't very smart, so maybe they're just too stupid to not use the new ones?
I mean, we're more than 5 weeks into this war, and the Russians still haven't figured out basic tactics, like combining armored columns with infantry and air support, as evidenced by this beautiful video from the past day or so. Drone spotted artillery decimating Russian column for at least the 100th time since Russia invaded.

Russiagate fell apart when it became clear that Russian disinformation efforts around the 2016 election were so idiotic and pathetic that it was obvious they had no influence over the election and no control over Trump. The Russian attempts to spread disinformation about its crimes in Ukraine are equally inept.
Russia has engaged in precisely the same pattern of disinformation since its intervention in the Syrian war. Time and time again, Russia would attack a hospital or other civilian target (and even do a "double tap" where they would attack a second time, targeting White Helmets/rescue crews). In the aftermath, Russia would deny that they were responsible and claim that the rebels carried out the attack in an effort to try to win western support. It is happening again with the attacks in Ukraine, including claims that Azov bombed the maternity hospital.
In the case of the train station attack, Russia actually got caught in real time trying to mount a disinformation campaign to blame Ukraine for the attack. At first, Russian Telegram channel Siloviki prematurely published information that Russians are “working on a cluster of armed forces of Ukraine at Kramatorsk railway station” and celebrated casualties among Ukrainian combatants. A few minutes after the initial post, they edited it, presumably after reports of civilian casualties proliferated. In the edited post, they said that when the Kramatorsk railway station was hit, “It was possibly a Tochka-U [missile] that the Armed Forces of Ukraine use.” Both posts were subsequently deleted, but the original post and the edited message were archived as a forwarded message on another pro-Kremlin channel. Another pro-Kremlin Telegram channel, Veteran Notes, published an ominous message on the evening of April 7, suggesting people who evacuate from Kramatorsk and Sloviansk not use railway transport.
The biggest problem is that the bomb has "for the children" written on it, which is a clear reference to an 8 year long Russian internal propaganda campaign in which it claimed that children in the Donbas region were being murdered by Ukraine forces. "For the children" has been regularly invoked by Russian forces as meaning seeking vengeance for all the children of Donbas who Russia claims were killed by Ukraine forces.
At least with COVID deniers and anti-vaxxers, the disinformation they gobbled up was varied and came from different angles. Russia's disinformation about Ukraine is just the same exact pattern over and over again. It is like they aren't even trying and are just going through the motions so they can clock out of work and go drink vodka.
