One quote was in the title, the other one was in the text. One from title was attributed to Russia, one from text to Peskov. It was reasonable to assume that they were part of the same sentence, but at the same time it was reasonable to think that it might be a clever construction by BBC.
Anyway, we are still to hear the exact numbers, what Peskov and Russia consider to be significant.
