oil companies got burned very very badly by the crash of oil prices during covid. in fact, they have been burned by many drops in the price of oil over the last 10 years. So they cut back on spending on production. They have been reluctant to spend the billions of dollars required to increase production, because they fear that prices will just crash again, costing them a fortune in losses.
so they are moving back into production but slowly. oil production is risk managment.

So they cut back on spending on production. They have been reluctant to spend the billions of dollars required to increase production, because they fear that prices will just crash again, costing them a fortune in losses.
so they are moving back into production but slowly. oil production is risk managment.
