So ,when someone says "our losses are tragedy for us", you understand it as" we had significant losses, just like our enemy claimes"?
I know I quoted two whole sentences, which is a lot for you to digest, but the first sentence specifically quoted Kremlin spokesman Peskov saying that Russia had suffered a "significant loss of troops."
Maybe this is will be easier for you to understand:

Regarding war crimes, civilians, mass graves and false flag operations ...
The most recent : European Commission President Ursula von der Leyen said on April 9 that Russian forces appeared to have committed war crimes by targeting civilians in Ukraine, but she said lawyers must investigate the alleged incidents.
Obviously, she stepped back, at leadt a notch, or two. ... appeared ... lawyers ...
Why?
Because mass graves are not proof of anything. They only prove that more people died at the same time than people who's job was to bury them were capable to dig individual graves, for whatever the reason. They say nothing about who died, cause of death, circumstances ...
At first sight, most of dead bodies appear as civilians. We are led to believe so, because they do not wear military uniforms. However, since Zelensky passed decree giving card blanche anybody to kill Russian soldiers, in Ukraine practically there are no civilians. Further, Ukrainian armed forces using supposedly civilian objects in urban areas as strongholds, made those objects legitimate targets. I am not an expert, but I think war conventions stipulate those issues. I even think that it is actually war crime to hide armed forces "behind civilians" thus provoking enemy to kill them.
I also think that all war conventions are basically concerning official armed forces, i.e. people in uniforms. If I am right about that, people not wearing uniform in war zone are not protected by conventions. People found in war zone that are not in uniform are treated as spies. If they are armed, they are treated as terrorist's.
Maybe all above could be one reason for Ukraine to opt for false flag operation, harming own civilians.

Bolshevik Russia recognized the Ukrainian People's Republic (UPR) / Ukrainian National Republic (UNR) in early 1918. The UPR / UNR border extended further east then the current eastern border of Ukraine and Russia, and north into modern day Belarus. Are you suggesting that Putin and Lukashenko give up that land in the name of historical borders?

It didn't sound intelligent the first time when Putin said it and it still doesn't now. Every border on earth is "made up".
The country that has no history or identity, is the Russian Federation that was left over after the collapse of the soviet union. The country is a baby and most of the history that RF tries to claim actually belong to other, more established countries.

Here's a hint. When something is written, 'Russia has admitted suffering "significant losses of troops" in Ukraine', the part in double quotation marks is understood to be verbatim what Russia said (give or take the vagaries of the Russian to English translation). So it was written. You just failed to understand it.
