It was faster than every 1500m heat (prelim, semi, final) from 2016 Olympics and I suspect from other WC as well.
Only the last 400 was fast. Second heat has the advantage of knowing now that they only need 3:36 to qualify, that's no issue for at least 7 runners in that heat. I guess 9 or more can run that time in a good race. Tefera isn't going to let it come down to the last 100, yes Jakob Ingebrigtsen and Lewandowski have no interest in pushing the pace but they aren't the only ones in that race.
