How should underwater miles be counted? As 0 miles? So I could run 300 per week and not worry about exhaustion or fatigue? 1:1? So I could replace all my miles with them? Looking to the experts here for advice. I’m in the process of setting my first bathtub treadmill.

Anyone that has run on an alter-G knows that using it at 99% BW is truly bizarre. Nothing more to add, I just find that baffling.
Rupp is toast.
The resources used on getting Rupp back to race fitness would be better spent on getting him new dentures.

I couldn’t agree more. The Alter G, Boost, and underwater treadmills are just a waste of money. The Alter G will weaken your hips and send your form home devastated. By the time you are able to run at 100% body weight you will only get injured again because of weak hips from running on the Alter G. Runners were better off in the old days when there were no Alter Gs. When they came back from injury they jogged easily on soft surfaces after getting 100% healthy. Now people try and rush back only to run at a lower percentage of their body weight where little fitness is gained at the expense of bad form.
You are looking at this wrong. Rupp is already running on the track and roads. He uses the Alter G as another cross training tool to gain fitness. He is not doing all his milage on the Alter g at 99%. It's a great was to supplement millage and not get all the pounding. His body is already getting the pounding on the roads and track by doing half his running that way. I'm not sure you are following this correct, because he is already running on the roads and track. It's not like he is running 100% of his runs at 99% on the Alter G.

You are looking at this wrong. I am well aware that Rupp is running outside on the “track and roads”. My points about the Alter G were in agreement with the post I quoted about how the Alter G can be bad for your hip flexors and glutes. I’m not sure you are following my post correctly, because I was talking about Alter G running in general (not Rupp’s current use of the Alter G).

Have you ever run on an Alter G? Perhaps you don’t understand the terminology. Running at 99% means that you are running at 99% of your body weight. For example if you weigh 140lbs and run at 99% of your body weight you would be running at 138.6lbs. That’s a negligible amount and no “smarter” than running on a normal treadmill. You must be thinking that 99% means that you would be running with 99% less body weight, which in this case would be 1.4lbs and is impossible to do on an Alter G. Hope this helps!
