If the school gives you a release, most conferences will grant the one-time-transfer exception waiver, even if its in conference. If the school doesnt release you, thats when you sit (at least for track/xc)
Yes, but going even further. If the school doesn't give you a release you can appeal to the NCAA and they will most likely give you the release if they feel like the coach has no reason not to grant it including the fact that you'll be competing at another conference school.
This is a unique case considering the change because it would be odd that the new coaches get to decide on a release or not and would most certainly give the NCAA reason to allow a release, especially since kids coming out of HS like Hasty were able to get out of their letter of intent.
I would except all these athletes to be able to compete immediately, and should be able to do so.
