I'd just let it slide. Didn't affect placing. Either DQ both or no one IMO. The guy passing cut him off and was inconsiderate, he should have just continued outside. The guy being passed should not have gave a two handed shove because it obviously just looks bad. Perhaps he thought he could have fell or had no shot at win from being impeded is his justification. But again, the shove just looks bad. Good thing no one fell. I like officials being strict but not too strict like centre of attention type of thing. If no one ever got DQ, unethical people would try to get away with a lot more nonsense.
C. Kipchirchir squeezed Hill a little too much and Hill pushed him off. No effect on the outcome, just racing full tilt on a 200m track.

I'd say DQ Hill. From that GIF, he had to run to the outside of lane 1 to give that shove. Kipchirchir was just racing, and didn't cut Hill off.

there was no cut off. they were both in lane 1. hill was hugging the rail like an idiot. he put himself in a situation to be boxed. shadrack had no obligation to give him room, and he certainly did not cut him off.
It appears that Hill had hit Kipchirchir's elbow once or twice. I am fine by that. That is protecting your space, and letting your competitor know where you are at. Running up from behind a competitor, and reaching out to shove him between the shoulder blades exceeds protecting your space, and a little bit of rubbing. That shove took effort to do and was not protecting ones place on the track.
Hill looked out of position and soft to me.
He had every opportunity to execute his race plan,
but could not.

Yea, that's the kind of super popular sport we'd like to emulate.
LETS EMULATE THAT
speed skating would be awesome if it were raced like track. like short track speed skating but with maybe 12 dudes in the race on the bigger track. it would be total chaos and fun AF.
If it had affected the outcome, Hill would have been disqualified.
If this was international competition and a French North African had been in fourth, France would have protested both Kipchirchir's and Hill's finishes.
