Brief summary:
Many of the facts in the article are not new at all. Nearly 2 years ago the Sunday Times had two articles abusing L-Carnitine being used by Alberto Salazar's group for performance enhancing reasons. I highly suggest you read our recap of that here:
What is new is the Fancy Bears from its hack of USADA has released a 2016 USADA Report on the l-carntine use and there are more specific allegations. New things of note:
1) The Sunday Times says the report says "Usada believes the L-carnitine infusions given by intravenous drip to six top American runners training with Salazar “almost certainly†broke anti-doping rules."
2) Alberto Salazar was briefing Lance Armstrong on the results of L-Carnitine. From the Times, "Salazar even boasted to Lance Armstrong, the world’s most notorious drugs cheat, about the “incredible†performance-boosting effects of the substance.
“Lance call me asap! We have tested it and it’s amazing,†Salazar emailed Armstrong before the cycling star’s downfall.""
3)From the Times: "Farah was among athletes at the Nike Oregon Project in Portland who were given prescription drugs when they had no medical need because Salazar believed that the medications would lead them to run faster in competition, the report adds." - The Times says that British doctors were aware of this and stopped the drugs (prescription Vitamin D) because they were concerned about his health.
4) Farah received l-carnitine injections. Previously he admitted to taking an l-carnitine drink but not necessarily injections.
5) There is "“substantial and compelling evidence†that Salazar and his team’s doctor, Jeffrey Brown, “conspired to collude together†to use medications and medical procedures in risky and “sometimes potentially unlawful†"
Well then Mo either lied under oath when interrogated by the USADA investigator, or he told the investigator injections were received.

Pretty tame stuff if you ask me! With the number of runners getting away with using EPO, it's hard to care much about the Oregon Project using L Carnitine.
I wonder will mo throw Alberto under the bus again.
Mo likely doesn't need L carnitine with all the EPO and stuff he's been taking out in Africa avoiding antidoping

"They almost certainly broke anti doping rules" yet 1 year later nobody has been sanctioned and nothing has become of this? Either USADA is the most useless organization in the world OR after a year of further investigation they have come to the conclusion that they actually did everything within the rules OR USADA is involved in a massive coverup of the Oregon Project...

L-Carnitine and Vitamin D were discussed in the full article.
L-Carnitine: Discussed ad nauseam on the boards and in the media. No rules were broken. It's not a banned substance. But it should be repeated. It's not a banned substance, regardless of how excited Salazar was about the supplement.
Vitamin D: Well, it's vitamin D. Not a banned substance, so see above.
This has not moved the needle one bit, no matter how desperately we wish it would one way or another.
Am i missing something? USADA needs to either put up or shut up. Either drop the hammer on the NOP or drop the investigation. At the very least, figure out a way to protect athlete rights and quit letting outside hackers infiltrate sensitive data. If they can't protect athlete data, USADA needs to be shut down immediately. Not good for the sport.

Given the guidelines for USADA Banning a substance it makes me wonder how Caffeine is honestly still aloud? Yeah it's trivial but let's be real, it's a performance enhancer.

I always thought that the l-carnitine issue was a red herring, and I read somewhere Dr Oz said saying there could be a build up of plaque in your arteries. Anybody know any more of the topic? I actually had a conversation with the guy who came up with the drink Salazar was praising about 5 years ago (nice guy) and reckoned that the powder drink was superior to the injections or pills.
Didn't Mo say he stopped taking l-carnitine because it made him put on too much weight?
USADA investigations remain open indefinitely, in case new evidence presents itself (by whatever means). They haven't "dropped the hammer" yet because they were gathering more evidence and that takes time, it can take years. Attempting to depose Dr. Brown was part of that process. Don't worry, if there is a hammer to be dropped it will in due course drop.

Had L-Carnitine today ingredient in Whey Protein. Then got in a little Sun (Vitamin D) and some Milk I had with Raisin Bread.
USADA and all those reporting have to be forthright with what they are going after...Using natural substances like the above have always had a place for progressing as an athlete. So AlSal researching and using natural substances is doping?
A fighter who uses animal protein and resistance training is going to force his/her body into an anabolic state having a productive recovery getting stronger. A Vegan who limits/restricts protein will always be in a catabolic state burning off any fat and limiting muscle. Anemic on Iron supplement, A runner who trains/recovers everyday/A runner who works fulltime attempts to train everyday...Water is Wet etc. We have objective list of banned substances VitD and Carnitine is not one of them. The banter of this athlete saying this/that we just need objective reporting.
So VitD, Carnitine, "Drugs" Meanwhile in Spain a dumpster filled with Prohibited substances...

How silly is it that people are getting all concerned that Salazar is using the "legal" supplements L-Carnitine & Vitamin D...too funny. You're right - caffeine is a significant performance enhancer. There's a good thread on it posted here a few days ago (caffeine 3% boost?). People just don't research things anymore, some still think even DHEA enhances performance. Lol.

Guess you missed the part about WADA's three criteria. Caffeine is taken orally (you know, like when poster Bro puts on his knee pads before entering his bosses office). Caffeine is also not considered a health hazard.
