The bottom line is, when a country's entire federation or government is found to be systematically corrupt and evading the drug rules, the only response can be to ban that country and all of its athletes from international competition until they can demonstrate to international inspectors they have cleaned up their act, even though there inevitably will be clean athletes from that country who will lose out.
And even that probably won't work in the long run in this case, since without the full cooperation of Putin and his corrupt government that runs on payola, and that obviously approved of the Russian cheating, there can never be a reasonable level of compliance. But the IOC will never agree to booting out large countries permanently and running a smaller but cleaner Olympics, since there is too much money to be made. That's why the current WADA system is dooming to failure.
