There is no such thing as an "European anti doping agency". Each country in Europe has its own standard with Anti doping.
It might be strict in the western part of Europe, but it is lousy in the East.
(But then again the Dutch NADO performed less tests than the Cuban one, in all sports, last year)
Take the example of Ukraine. It is a country of 45 million, where AAS are perfectly legal, you can buy testoterone in most pharmacy in Kiev without problem. Yet it is a country that perform less tests in ALL sports than Jamaica (pop 2 Million) in Athletics per the last WADA report (And it has little to do with current political situation in Ukraine, they just don't test in this country)

And Jamaica best athletes are pretty much in T& F while Ukraine has a professional football league (ranked 6th or 7th in Europe according to UEFA).
Secondly, I don't know if you have been following the recent doping developments, but it is clear that without night-time tests, even strict anti doping in worthless when you can use products that will be cleared out of your body in less time than one night of sleep.
But why the hell I am telling you all that ? The highest tester in Europe is Russia (in athletics they carried out 64 blood OOC tests against only 11 for Britain), but if you believe the last ARD report, the situation there is not on par with in Kenya , with athletes bragging that any positive test can be bought.
All those facts come from the last WADA report .
