It sounds as though you did not read Alberto's response. Please note that this is not a chastisement; it was a really long response. In short:
Alberto has a prescription for Androgel and is allowed to be in possession of the substance. He openly admitted to using this prescription on his sons (probably illegal, but no a doping violation unless his sons were competitors).
His excuse for doing was VERY suspect (he claims that he was trying to test whether or not someone could sabotage Rupp a la Justin Gatlin).
It seems safe to assume that he was testing the Androgel to determine how much he could apply to Rupp without spiking his T/E levels too much. Alberto provided emails to corroborate his sabotage story, but the emails could just as easily prove the logical assumption that I made in the previous sentence.
In my mind, this was undoubtedly the biggest hole in his response. The rest of what he said is borderline believable. Anyways, back to your original question: No, Alberto did not admit to having possession of anything that he was not allowed to have.
I still have my doubts that Alberto or Galen will end up with any type of ban despite their seemingly obvious guilt. I think that someone from the group (Kara, are you listening?!?!?) needs to step up and admit that they cheated for NOP to go down. All of this "I am innocent, but I think that they are guilty" crap is not going to get the job done.
