Doping is not a crime.
Distributing, using the medications Al Sal was using on kids without being a doctor and all that is almost an unenforceable crime.
This is a "sporting offense" and Al Sal has Nike and the national and international federation protecting him. So, yeah, no sanctions.
It would be great if USADA had enough money and information to recommend sanctions/bans, but I'm not optimistic. I hope I am proven wrong.
