Some people have phobias of dogs, and you just can't let them roam free, or expect that everyone will love your dog like you do, especially in an area where they are supposed to be on a leash. That runner had every expectation that all dogs there would be leashed. She took a risk by letting the dog off the leash. That dog's death is on her hands.
Yes, the owner should know better, and I do hate owners that try to make their own rules with dogs. But kicking a pug to death??? Pugs are barely dogs. They are like cross between a fluffy stuffed animal and house cat. Anyone wussy enough, or A-hole enough to do this is one sad idiot. Yell at the dog, yell at the owner, tell the owner to get their little gizmo creature away from you, but to immediately boot hard in the head is lame. Period. (and pugs get out of breath in 1 minute. Geez, was his 11 min per mile pace not enough to get him to safety in time?)
As far "Some people have phobias of dogs", some people have phobias of short, middle aged, bald dudes (ConstanzaPhobia). If you kinda sneak up on me and get too close when you go to say hi, do I have a right to kick you in the head if I have this fear?
