They didn't pay him an appearance fee - he's running the U.S. Marathon Championships, so USATF helps him with travel, but the prize money is the big incentive. If they wanted to bring in the big names, they wouldn't focus on Hall, who isn't even an Olympic team contender at this point considering he's not even a top 10 American marathoner right now.
He likely won't get his travel paid for, as LA is only paying for the top 10 fastest, of which he has a 'barely qualified' 2:17:50 from Boston last spring. The point was made a few weeks ago with how stingy LA is being with their support, unless they're using money for appearance fees for the likes of Ryan (who currently ranks 59th best American marathoner).
