Keep in mind, you're comparing his 61:XX half marathons to guys who have run a ton faster than him in the shorter stuff. A fast half marathon with moderately fast 5k/10k times can very well point to a great marathon.

Salazar ran in an era where the half marathon distance was virtually never ran. It was not popular like it is today. He did run 28:02-ish in road 10k's a couple times.
Additionally, I think that a 61 flat half marathon could translate into a 2:08 low effort. Look at Geb. 58:55 half, 2:03:59 full. Add six minutes to double your half PR and you will be in the general range for the full 'thon.
