I think you'll find that several experts and books on the subject will beg to differ.

See also the Table of stats Page 5 at the following link. It shows a benefit of 0.20 for 1500m altitude for a 43 sec 400m performance.

http://myweb.lmu.edu/jmureika/track/wind/400alt.htmlcorrects the 45.77 to 46.11 for sea level purposes. That's a 0.34 adjustment.
So three different scientifically based sources give a 1500m altitude advantage of 0.18, 0.20 and 0.34.
That is an average of 0.24, which means it was worth 46.01, 0.01 outside what I originally suggested. This seems a generous conversion.
