WTH is a 'world record' if the 'world' only includes 48 countries?
Age cheating is present in east african countries but so was doping of children in east germany. If there is no proof for guilt there is no reason to exclude it.

The "reason to exclude it" is road races take place are all over the world and compiling a list and figuring out ages takes a lot of work that the universe doesn't owe you. Notice he doesn't claim they are "world records" anywhere.
If you come up with a reliable list that includes every third-world country as well, I'm sure Dominique Eisold would love for you to help him.

Yes! Mary Decker ran 3:11 at the PV Marathon in 1971 at age 11. I was 14 years old and ran 3:14 that day. The first thing my mom said when I crossed the finish line was, "You won't believe it! This little girl finished ahead of you!" Thanks a lot, Mom. This was the first time I'd ever heard of Mary Decker and I compare it to seeing the Rolling Stones in a nightclub in 1962. We realized that kid was going to be really good.
