Most of these fellows are not top notch. As Dr. Renato Canova said, some Doctors (or a Doctor) has been going round trying to woo gullible new young runners and sadly, some of them have fallen victim. Whether they knew that what they were doing is illegal is another issue.
The fact still,remains that our elite runners, may be 99% (with the exception of Kisorio and may be three others) are clean.
I know that this a very emotive issue here but another salient fact is we don't need drugs to win. That is self evident.

if they do get banned, it'll basically be a penalty for being poor and having dysfunctional government. (I'd say the dysfunction comes from being poor but America's no one to point fingers right now). That sucks. Yeah they have a lot of cheating but cracking down on it takes a lot of resources -- bureaucratic efficiency is a resource! -- that Kenya doesn't see to have.

The Olympics (WADA is only part of it) will NOT ban any of these countries, just because whiny Americans (who dope as much as anyone, or get away with it when possible - see NOP) can't beat these people. It is up to WADA to get better testing procedures into these countries, and the US can pay for it out of their own pocket, or STFU about it, since they are the ONLY ones complaining about it. Sadly, there is a perverted sense on entitlement that the US needs to win with NO competition (World Series, NBA, NFL - sports no one cares about in the rest of the world). These people should be welcomed for the fact that they DO provide competition, so that winning (beating good people) actually has some meaning. Same mindset that exists to prevent Kenyans (don't seem to see any Ethiopians doing it) from competing (and winning) in the NCAA. The "real" athletes get it - it makes them better - it is the noisy rabble that doesn't understand. This thread is a good example of that rabble.

Do cashed strapped countries have any way if currying favor with the IOC? It would undermine their power to extract bribes if they started doling out favorable rulings for free.
Yep. Kenya, Jamaica, USA - ALL of them will be at the 2016 Olympics. Forget the possibility, there is a better chance of Alan Webb beating the Kenyans fair and square than the Kenyans getting banned. I will take 100:1 bets on it.

If Bolt got caught it would be devastating for the sport.
If the Kenyans get caught it's good for the sport.
Why? You ask:
No more anonymous (to the typical Western viewer) Africans winning every race. Europeans can win (again).
Personalities (again) like Bedford, Foster, Walker, Dixon, I can go on and on, will dominate the sport.
Popularity will increase, money will increase, the sport will be as famous as it was back in the day (pre-African domination).
Most of you are too young to remember those days.
