I got a friend which his son did cycling. After a promising start on that sport Rabobank, that it´s closed now due to drug caughts, wanted to sign a contract with the son of my friend. But there´s a secret/private point of the contract that the athlete accepts to take drugs. He did refise and ther´s o agreement.

1) 2 things. Armstrong beat many tests because of the ridiculous corrupt nature of drug testing in cycling. At one point Armstrong held up drug testers while he waited for his "clean" blood to be flown in. that isn't so much as learning to pass the tests but in being influential and controlling the testers in a way other athletes in other sports could not.
2)There is also the careers of riders he ruined and made it his personal mission to destroy because they simply didn't want to dope up. That isn't a victim but the main perpetrator.

the uci is corrupt and controls the anti-doping setup
they take the samples
send them off to wada lab with a code attached -so only uci knows the identity of cyclist
uci appointed doping panel notifies uci of an adverse finding
uci decides whether to take take action or not
